If one is unable to bid a module because of lecture clashes, then that is just too bad. You will not be able to get it no matter how many times you have appealed especially if your reason is you don't attend most lectures anyway. It will not going to help even if you have appealed thrice and definitely it will not go through even if you plan to bring up to the Dean.
Make other plans, please. I am most willing to tell anyone who the person I am referring to if you are interested.
