Orchard Road road-raising of 10cm 8% completed; 8% = 8 millimetres?

To avoid a repeat of once in 50 years flooding in Orchard Road [1, 2, 3], the National water agency PUB has put in place a three-stages road-raising works along the 1.4 kilometre stretch.

  1. kerbs along the roads have to be raised
  2. roads have to be raised by 10 centimetres
  3. roads will be layered by another 20 centimetres in height

According to Environment and Water Resources Minister Yaacob Ibrahim,

Road-raising - we've done only about eight per cent

Two interpretations to that 8% progress on road-raising:

  1. 8% of the entire stretch completed
  2. 8% in height of the 10 centimetres or 8 millimetres raised and completed

So, is which?
